About the Executive Director
Kathy Kelker became the Executive Director of Head Start, Inc. in August 2008. Kathy Kelker was trained as both an English and special education teacher. She has been a classroom teacher for 30 years at all levels from kindergarten to college. She has an undergraduate degree Summa Cum Laude in English from Hiram College (Ohio), a master’s degree with high honors in special education from Montana State University-Billings, and a doctorate in Adult and Higher Education with a concentration in special education from Montana State University-Bozeman. Kathy was the founder and executive director of Parents, Let’s Unite for Kids (PLUK), a statewide support program for parents of children with disabilities, and she served as a trustee on the Billings School Board for 18 years. She has been a consultant to Native American Head Start programs throughout the Western United States and is the author of books on services for children with emotional disorders and on assistive technology (computer applications) for children with disabilities. For eight years Kathy taught undergraduate and graduate courses as an Assistant Professor of Special Education at Montana State University-Billings. Kathy’s areas of interest include children’s mental health, fetal alcohol effect (FAE), autism spectrum disorders, educational assessment, and learning disabilities. Kathy has been married for 44 years to Dr. Paul Kelker, a pediatric-oncologist at the Billings Clinic. They have four grown children and eight grandchildren.
